The protonation of 2 chloro 4,6 diamino 1,3,5 triazine and 3 mercaptopropionate may occur if the pH is not neutral. Neutralization of 2 chloro 4,6 diamino 1,3,5 triazine will result in the formation of two products: chloride ions and cyanuric acid.
